24 Projects Open for Feedback through ‘Istitlaa’ Platform

Riyadh: The National Competitiveness Center's (NCC) Public Consultation Platform, Istitlaa, has introduced 24 projects concerning economic and development issues. In partnership with 18 government bodies, the NCC is calling upon the general public, government entities, and the private sector to provide their feedback and opinions on these projects before they receive final approval.

According to Saudi Press Agency, the National eLearning Center has initiated a public consultation project titled 'Draft Privacy and Learner Data Protection Policy in an E-Learning Environment.' This project is designed to create a robust regulatory framework for managing learners' data, covering aspects such as collection, use, storage, transfer, sharing, and deletion. The public is invited to submit their feedback on this initiative until January 6, 2026.

The Ministry of Finance has also proposed a significant project on the Istitlaa platform, named 'Amendments on the Executive Regulation of Government Tenders and Procurement Law.' This proposal seeks to address private sector challenges related to withholding parts of interim payments for final settlements and delays in disbursements due to procedural requirements for contract extensions. Public comments on this proposal will be accepted until January 7, 2026.

The Riyadh Infrastructure Projects Center (RIPC) is requesting public input on a project titled 'Regulations for the Licensee for Infrastructure Projects in Riyadh Region.' This project aims to define the general rules for the obligations and rights of licensees, ensuring quality and efficiency in accordance with the technical and professional standards set by the RIPC. The consultation period for this project will remain open until January 8, 2026.

Additionally, the Ministry of Municipalities and Housing has presented a key project on the Istitlaa platform, titled 'Violations and Penalties Regulation for Non-Compliance with White Land and Vacant Properties Fees Law.' The goal of this project is to enhance compliance with the idle land and vacant property fees law, thereby stimulating the real estate market to increase the supply of developed lands and housing units. Feedback from the public is welcome until January 11, 2026.

The rollout of draft regulations and bylaws through the Istitlaa platform underscores a commitment to increased transparency in the legislative landscape. Furthermore, Istitlaa encourages a participatory culture by empowering citizens, government agencies, and the private sector to share their insights and feedback on proposed regulations affecting the business environment.
